Meet the Board/Staff

Anthony J. Ferrara, Chairman

Chairman Ferrara has over 45 years of banking/financial services industry experience. During his banking career, he served at all levels with State Bank of Albany/Norstar Bank/Fleet Norstar where he retired as a Senior Vice President. Chairman Ferrara also serves on the Albany Port District Commission Board, Chairman of the Albany Water Board, and as a board member for several community organizations such as the Teresian House and Center of Disable Foundation. He has received a number of achievement awards including Edward J. Riley Memorial Award (United Way), the Jacob Herzog Leadership Award (Albany Local Development Corporation), and the Cerebral Palsy Board of Directors Service Award. Chairman Ferrara is a life-long resident of the City of Albany.

Susan Pedo, Secretary

Susan Pedo is a communications and public affairs consultant specializing in health, safety and economic development issues. She has worked for state and municipal governments, and is an adjunct instructor at the University at Albany’s School of Business.

She is active on many boards and committees, including the New York Partnership for Teen Safe Driving and Senior Services of Albany, and has served as president of the Women’s Press Club of New York State and eba Dance Theater, and as legislation chair for the New York State PTA.

Susan received her masters degree in political science from the Flinders University of South Australia and completed a graduate program in women and public policy at Rockefeller College. She has a bachelor of arts in English literature from Marquette University.

Kathy Sheehan, Treasurer

Kathy M. Sheehan is Albany’s Treasurer and Chief Fiscal Officer. Prior to entering politics, she was vice president and general counsel of Intermagnetics General Corporation (Nasdaq: IMGC), a medical device manufacturer based in Latham. She serves on the Boards of the Albany Industrial Development Agency, Albany Community Development Agency and the Downtown and Central Avenue Business Improvement Districts. She is a member of the Stakeholders Council for the Albany Promise and serves as a Trustee of Albany Law School and member of the Board and the Executive Committee of Proctors Theatre. She received her J.D., magna cum laude, from Albany Law School and her B.S., cum laude, from Bowling Green State University. Kathy lives in Albany with her husband and their school-aged son.

Martin Daley

A lifelong resident of the City of Albany, Martin works for the state-wide non-profit Parks & Trails New York where he assists communities across New York to envision, create, promote, and protect a growing network of parks, greenways, bike paths, and trails. Martin serves on the Board of Trustees for Great Camp Sagamore, a National Historic Site in Raquette Lake, NY. He holds a BA in Public Communications from the College of Saint Rose and an MA in Regional Planning from The State University at Albany, the latter of which inspired a deep passion for sense of place, environmental stewardship, and community development.

C. Anthony Owens

C. Anthony Owens has over 20 years of professional work experience in the public and private sectors. Currently, Mr. Owens serves as a Vice President and Regional Community Reinvestment Officer at KeyBank. Previous employers include: Prudential Securities, Merrill Lynch, NYS Governor’s Office, and the Dormitory Authority of NYS. Mr. Owens has financed municipal bond projects in excess of $3.3 billion.

Mr. Owens serves on the following boards: Better Neighborhoods, Inc., 15 LOVE, Schenectady YMCA, and the Capital City Housing Development Fund Company, Inc. He has received the following achievement awards: Business Review’s “40 Under Forty,” Times Union Capitaland Quarterly “Dozen Who Make a Difference,” Siena College’s Board of Associate Trustees Volunteer of the Year, Capital District YMCA’s Black & Latino Adult Achievers, and the Israel AME Church Next Generation.

Mr. Owens is a graduate of the University of Pennsylvania (BA) and Rensselaer Polytechnic Institute (MBA). He is a lifelong resident of the Capital District.

Tracy Metzger

A respected entrepreneur involved in many of the Capital Region’s successful economic and business development initiatives, Tracy has a well-deserved reputation for excellence as a commercial real estate broker. As TL Metzger’s founder and Principal Broker, she has negotiated hundreds of leases and sales.

Prior to starting her own company, Tracy was Vice President for Keystone Property Trust and the Galesi Group, responsible for operational and leasing performance of 1,000,000 square feet of New York office space. She is a licensed real estate broker and has received the designation of Real Property Administrator (RPA) from the BOMA Institute. She has received multiple civic and business awards and is an active contributor to many not-for-profit organizations and economic development efforts in the Capital Region.

Tracy graduated with a Bachelors Degree from the University of Albany.
